The Department of Science and Technology (DOST) has launched the Mindanao phase of its ‘Handa Pilipinas’ program at the KCC Convention Center in General Santos City. The initiative aims to enhance disaster resilience through advancements in science and technology, addressing Mindanao’s susceptibility to volcanic and flood risks.
Engr. Sancho A. Mabborang, DOST Undersecretary for Regional Operations, emphasized the region’s vulnerability due to its 25 active and inactive volcanoes. He stressed the critical role technological innovations play in disaster preparedness, aligning with governmental efforts to support the Handa Pilipinas initiative. This focus on science-driven strategies aims to protect communities and minimize risk exposure.
Assistant Secretary Bernardo Rafaelito Alejandro IV from the Office of Civil Defense highlighted the necessity of inter-agency collaboration to reduce disaster risks. “Implementing effective measures requires a coordinated effort across agencies,” Alejandro stated, underscoring the pivotal role of team cooperation in enhancing regional resilience.
DOST Secretary Dr. Renato U. Solidum Jr. delivered a keynote speech emphasizing the shared responsibility of disaster prevention through strategic planning and mitigation efforts. “A proactive approach is key to saving lives and livelihoods,” said Solidum, noting that the program’s foundation is built on anticipation and preparation.
A significant development at the event was the signing of a Memorandum of Agreement (MOA) between DOST and the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU). This partnership aims to provide former combatants and their families with science and technology resources, fostering sustainable livelihoods in six MILF camps.
Secretary Carlito G. Galvez Jr. noted the transformative impact of technology in peacebuilding, suggesting it can facilitate dialogue, create economic opportunities, and build trust within communities. This initiative marks a substantial achievement towards integrating technological interventions into peacekeeping and community development efforts.
The event showcased innovative Disaster Risk Reduction Management (DRRM) technologies ready for local adoption, crucial for safeguarding Mindanao’s most hazardous areas. Part of a larger national strategy, ‘Handa Pilipinas’ aspires to a resilient Philippines where communities are equipped to handle natural and climate-induced challenges.
