President Marcos Signs Magna Carta for Filipino Seafarers into Law

MANILA, Philippines — President Ferdinand “Bongbong” Marcos Jr. has enacted the Magna Carta of Filipino Seafarers, Republic Act No. 12021, to enhance the rights and welfare of Filipino seafarers. Signed on September 23, 2024, this legislation aims to provide comprehensive protections for seafarers both domestically and internationally.

The law outlines key rights, including fair employment terms, access to medical care, and protection against discrimination. It mandates a standard employment contract detailing work hours, benefits, and compensation for injuries or death. The Magna Carta aligns with international standards like the STCW Convention and the Maritime Labour Convention to ensure global competitiveness and compliance.

A controversial provision requiring financial bonds before enforcing legal claims was vetoed earlier this year for further review. The law is expected to benefit over half a million Filipino seafarers by improving their working conditions and safeguarding them from exploitative practices.

President Marcos highlighted the legislation as a tribute to the contributions of Filipino seafarers to the national economy and global maritime industry. This law represents a significant step in securing better rights and protections for Filipino mariners worldwide.
