Transport Strike Challenges PUV Modernization Efforts

Manila commuters face significant disruptions as transport groups, including Piston and Manibela, embark on a two-day strike against the Public Utility Vehicle (PUV) Modernization Program. The protest, running from September 23 to 24, underscores the ongoing conflict between drivers and government plans to overhaul the aging public transport sector.

Modernization vs. Livelihoods

The government’s program intends to replace traditional jeepneys with newer, environmentally friendly models. However, these changes come at a cost. With vehicle prices ranging from ₱1.4 million to ₱2.6 million, the financial barrier is insurmountable for many operators. Transport leaders fear mandatory cooperative membership could drive small operators out of business, favoring larger enterprises instead. “While modernization is crucial, it should not displace workers,” a Piston representative commented, reflecting wider apprehensions over the policy’s execution.

Government Stands Firm

President Ferdinand Marcos Jr.’s administration contends that no driver will be left jobless due to electrification efforts. Officials argue the transformation is essential to modern transportation infrastructure and curb environmental damage. Despite these assurances, skepticism persists among transport groups, who seek strategies that respect drivers’ economic realities while pushing necessary upgrades.

Protest Impacts on Daily Life

Disrupted transport services in Metro Manila and other key areas have prompted some schools to suspend classes or transition lessons online. As the strike unfolds, the tension between fulfilling environmental goals and securing livelihoods remains palpable. The resolution of this impasse could potentiate a new chapter in Philippine public transport policy, potentially establishing practices that balance progress with protection for vulnerable workers.
